Balkan Agro Consult is a consulting company established in 2017 and headquartered in Belgrade, specializing in advisory services in the field of modern agriculture and rural development. Through a multidisciplinary approach, we bring together experts in agricultural economics, crop and livestock production, as well as agricultural technology, with the aim of delivering sustainable and integrated solutions.

Our mission

is to accelerate the sustainable transformation of agricultural and rural systems, households and agro-SMEs by delivering high-impact advisory services, supporting project implementation, and offering innovation-driven consulting aligned with national and EU policies and funding mechanisms.

Our Team

Our team brings together a multidisciplinary group of professionals with extensive backgrounds in agriculture, biotechnology, finance, project management, and policy reform. Many of our team members have participated in major EU initiatives such as FP7 and Horizon 2020, Horizon Europe, as well as national research programs funded by the Ministry of Agr iculture and cross-border cooperation frameworks.

Balkan Agro Consult provides a full spectrum of legal, financial, and investment consulting services tailored to the needs of the agrifood sector. We offer project development and implementation support for both EU and national funds, facilitate stakeholder engagement and matchmaking throughout the Western Balkans, and deliver specialized advisory in digitalization, sustainability, traceability, and certification systems.

Our Services

1. Consulting Services for the Development of Agricultural Holdings and SMEs in the Agribusiness Sector

  • Development of business plans and strategies to enhance production and profitability of agricultural holdings and SMEs.
  • Optimization of production costs in the dairy, meat, fruit, and vegetable sectors.
  • Implementation of modern technologies and organizational models in agriculture.

2. Management of EU Funds and Projects

  • Preparation and implementation of projects under the IPARD III program (Measures 1, 3, and 7) and Horizon 2020/Erasmus+ programs.
  • Support in applying for EU funding, including the development of project proposals and documentation.

3. Analysis and Optimization of Production Processes to Increase Product Added Value

Our Projects

Our current project portfolio includes a number of IPARD-supported operations, and our advisory pipeline is increasingly focused on regional scalability, circular bioeconomy practices, and export readiness—particularly toward EU. Projects implemented under IPARD II and IPARD III have encompassed comprehensive investments in the reconstruction of existing facilities and the construction of new production and processing units, as well as the integration of state-of-the-art equipment within primary agricultural production. In the food-processing sector, the dominant focus has been on the introduction of modern processing lines for fruit, vegetables, milk, and meat. These investments have aimed to significantly improve the profitability and productivity of production processes while ensuring full compliance with EU quality, safety, and traceability standards. To date, Balkan Agro Consult has successfully developed and implemented more than 30 IPARD-funded projects, with a cumulative investment value exceeding €25 million.

Of the implemented projects, we highlight the following:

Scientific projects financed by the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia:

  1. Project name (2018): “Improvement of knowledge transfer to obtain safe and competitive agricultural products, which were obtained by processing on small farms in the milk, meat, fruit, and vegetable sectors.”
  2. Project name (2019): “Creation of successful agro-economic models in fruit, vegetable and livestock production.”
  3. Project name (2021): “Technological-organizational and ecological systems of production and processing of vegetables in the function of achieving the additional value of products in the agricultural economy as the basis of sustainable rural development of Serbia”
  4. Project name (2022): “Modern production of vegetable seedlings as a condition for sustainable vegetable production in the Republic of Serbia”

EU funded projects:

  1. International project FAIRshare: “Farm Advisory digital Innovation tools Realized and Shared” Employment: member of the research team. (H2020)
  2. International project i2connect: “Connecting advisers to boost interactive innovation in agriculture and forestry” (Connecting advisers to boost interactive innovation in agriculture and forestry), the implementation of the project is from 2019-2024, and financed by the EU – Horizon 2020 project scheme. Employment: member of the research team. (H2020)
  3. International project Wise Farmer: “Connecting Farm Generations in the Digital Age”, project realization is from 2019-2021, financed from the EU – Erasmus+ project scheme. Employment: member of the research team. (Erasmus+)

IPARD & World Bank

  1. Over 20 implemented projects in the field of primary production (Measure 1) and processing (Measure 3), as well as over 5 projects in the field of developing the tourist potential of rural areas in the Republic of Serbia (Measure 7). The total investment value of the mentioned projects exceeds 25 million euros.
  2. A total of 11 realized World Bank (SCAP) projects with a total value of about 300 thousand euros.
